AMSA participates in regional port State control committee

The Port State Control Committee of the Tokyo Memorandum of Understanding (MOU), comprising maritime authorities from around the Asia-Pacific region, met in Singapore in January 2013. Australia was represented by AMSA officers Abdul Hannan and Chris Lindesay.

The committee agreed that the targeting used by members of the Tokyo MOU would be harmonised with the ‘New Inspection Regime’ employed by the Paris MOU from 1 Jan 2014. The committee also discussed the implications of the Maritime Labour Convention, 2006 (MLC, 2006), which will take effect on 20 August 2013, and approved the concentrated inspection campaign on Propulsion and Auxiliary Machinery that will be jointly carried out from 1 September with the Paris and Indian Ocean MOUs.

The sixth meeting of the Technical Working Group, chaired by Chris Lindesay, was held immediately before the committee meeting and discussed port State control technical procedures and guidelines, the upcoming Concentrated Inspection Campaign, and information exchange. This meeting marked the tenth year of Australia’s chairmanship. First elected in 2003, Chris Lindesay was twice re-elected to this position, which is unprecedented in the history of the Tokyo MOU.

This year the committee elected Abdul Samad Bin Shaik Osman of Malaysia and Carlos Fanta of Chile as Chairman and Vice Chairman, and Kenny Crawford of New Zealand and Nurur Rahman of Papua New Guinea as Chairman and Vice Chairman of the Technical Working Group for the next three years.
